Patterns and types of threats to individual security, and their causes, need to be identified so that a coherent policy, along with appropriate intervention tools against such threats, can be prepared and applied.
The integrated project Responses to violence in everyday life in a democratic society has been set up to address these widely shared concerns about violence by mobilising the resources of the Council of Europe related to the theme within a three-year period (00 - 004). The primary objective of the project is to help decision-makers and other protagonists concerned in member states to implement consistent policies on awareness raising, prevention and appropriate punitive measures for combating everyday violence. It should be stressed that such policies have to be formulated and applied in a manner which respects human rights and the rule of law. Only then can the objective conditions and subjective feelings about security in Europe be improved on a permanent basis.
The integrated project on responses to violence was launched together with its sister project Making democratic institutions work. Apart from obvious thematic and causal linkages in addressing two major challenges facing European societies, the projects also share several general functions. Both of them concern areas for which comprehensive policy development and standard setting are needed as a priority. The projects also aim to maximise the impact of the work carried out by the Council of Europe and to identify obstacles to the full implementation of its standards in order to propose remedies. Furthermore, they will increase the visibility of the organisation by widely disseminating their findings and results. Finally, the projects contribute to renewing working methods and opening up unnecessary boundaries between departments within the organisation.
In carrying out its tasks, the project on responses to violence relies on the synergies of internal and external partnerships to maximise effects. The different organs and departments of the organisation are pooling their resources to prepare co-ordinated and multi-sectoral responses to everyday violence. Non-governmental organisations, with their wealth of first-hand experience, are closely associated with the project. Co-operation with other international organisations is being sought so that shared aspirations can be realised through common efforts.
